This paper lays theoretical foundations a framework for harnessing on-board computational resources stuck urban congestion order assist transportation agencies with preventing or dissipating through large-scale signal re-timing. Our is called VACCS: Vehicular Crowdsourcing Congestion Support Smart Cities. What makes this unique we suggest such situations have potential cooperate various authorities solve problems otherwise would either take an inordinate amount time cannot be solved lack adequate municipal resources. VACCS offers direct benefits both driving public City.
